happened afterward.
Fast and responsive is not a subjective claim: responsiveness is the registered
input-acknowledgement and turn bounds in LIMITS.md, and speed is budgeted in
PERFORMANCE.md.
PRODUCT.md defines the binding behavior and safety guarantees that realize this goal.
