## Build order

1. Create root Cargo workspace.
2. Create empty crates with public crate docs.
3. Add lint, fmt, doc, audit config.
4. Add xtask command dispatcher.
5. Add dependency-boundary check.
6. Add CI command that runs cheap gates.
