Excess expensive requests return HTTP 429 before repository work begins. The semaphore permit is owned by background work until it completes, including after client cancellation. Public ref limits apply after filtering to heads, tags, and notes. Reference scanning has a separate finite cap so hidden refs cannot consume unbounded work.
