Nugu public web integration

The Nugu source palette is authored outside this repository. This repository vendors generated CSS and JSON and distributes the CSS to first-party sites and supported service surfaces. Generated palette outputs are regenerated through just nugu and are not hand-edited.

Use official runtime branding and theme hooks where they satisfy the requirement. Use Caddy overrides only for a concrete defect without an adequate upstream hook. Overrides must be narrowly scoped and fail safely when an upstream asset changes. Captured application shells must not survive automatic updates without compatibility verification.

Public-site verification covers desktop and 390 by 844 mobile viewports, overflow, broken images, runtime exceptions, severe logs, palette presence, and visible-text contrast. Verification output is ephemeral unless deliberately promoted as durable evidence.

Current routes, selectors, image tags, and asset hashes remain implementation data, not specification constants.
